The Bread and Flour Regulations 1998 were updated this year to reflect changes since BREXIT.

Changes:

Bread and flour for sale in the UK must contain fortified flour unless they are intended for sale to a third country.

• 1. Bread products that are made in the UK using unfortified flour can only do so if they are intended for sale to a third Country.
• 2. Flours products that are milled/ processed in the UK using unfortified flour can only do so if they are intended for sale to a third Country, or to be used in the manufacture of foods intended for sale in a third Country.
• 3. Flour products that are milled/ processed in a third Country using unfortified flour and imported into England can only do so when the final product is intended for sale to a third Country.

It is not lawful for imported products from EEA countries to contain unfortified flour.

Exemptions:

Wholemeal flour is not included in the scope of changes that are required. This is because the nutrients are still within the product following the milling of the flour which contains the wheat bran and wheat germ.

Products imported from Third Countries that contain flour are not included in these changes.

End of Transition: 1st October 2022

1. Identify products affected by the changes
2. Redevelop products intended for the UK market with fortified flours 
3. Make changes to specifications, pack copies and labelling artwork
